Three German divisions of the German Wehrmacht, assisted by the Albanian Quislings and arranged in a semicircle, began operations in the southern depths of the country, between the cities: Korçë, Elbasan, Berat. Their goal was to destroy the partisan guilds and their bases. Entire villages and provinces were burned and flattened. The forces of the newly formed Brigade I and Brigade IV, as well as other partisan units operating in these areas, managed to break out of the encirclement and retreated further south to occupy new positions.
