Abaz Kupi, soldier and politician, was born in Kruja. He served as gendarmerie commander in Kruja and Durrës. On April 7th, 1939, he participated in the resistance against the fascist occupation. He was one of the participants of the Peza Conference (September 16, 1942), where he was elected a member of the National Liberation General Council. In August 1943, he participated in the Meeting of Mukje, from the Albanian Communist Party. After its failure, it gradually broke away from the line of the National Liberation Front and created the Legality Movement party (November 1943). In November 1944, he left Albania and took an active part in the activities of the “Shqipëria e lirë” (“Free Albania”) committee, which operated in the United States and Western European countries during the Cold War.
