He served as gendarmerie commander in Kruja and Durr\u00ebs. On April 7, 1939, took part in the resistance against the fascist occupation. He was one of the participants of the Peza Conference (16.9.1942), where he was elected a member of the National Liberation General Council. In August 1943, he participated in the Meeting of Mukje by the Albanian Communist Party. After its failure, it gradually broke away from the line of the National Liberation Front and created the Legality Movement party (November 1943).
