He was born in Prishtina, in 1878. He went to high school in Skopje and in 1896 he settled in Istanbul, where he studied law and pedagogy. As a student, he became involved in the patriotic movement and was imprisoned by the Ottoman government. In 1914, he settled in Shkod\u00ebr, where he worked as a lawyer. He was one of the creators of the &#8220;National Defense of Kosova&#8221; Committee (1918). In the Congress of Lushnja (1920) he was elected Minister of Justice (1921) and then vice-president of the Albanian Parliament. As an opponent of Ahmet Zogu, he was forced to emigrate to Austria (1922\u20131923). After his return, he published in Shkod\u00ebr the magazine <i>&#8220;The Way of Truth&#8221;<\/i> (1923).
