He was born in Diber. Finished a military school in Istanbul. In September 1921 he returned to Albania and participated in the democratic movement and the events of December 1921; in the short-lived government of Hasan Prishtina, he was given the post of Minister of War. After Ahmet Zogu became Minister of the Interior, Zija Dibra left Tirana and collaborated with Elez Isufi, in the Dibra Highlands, against Ahmet Zogu. They organized the March Movement of 1922, which was suppressed by the armed government forces. After that, he was arrested and sentenced to death. He escaped from prison and went abroad. After the victory of the Democratic Revolution of June 1924, he returned to Albania and served in the administration of Fan Noli&#8217;s government. After the suppression of the Revolution, he tried to leave for Italy.
