The Assembly of Peja convened in Peja, Kosova, where more than 450 representatives from all over Albania participated. The Assembly founded the organization that was called the “Albanian League of Peja” or “Besa-bes\u00eb”, a pan-Albanian political-military organization similar to the Albanian League of Prizren (1878). Haxhi Zeka was placed at the head of its management committee. The Assembly expressed its determination to oppose with the force of arms any attempt by the Balkan states, Serbia, Montenegro, Bulgaria and Greece for the fragmentation of the Albanian lands and demanded the unification of the four Albanian vilayets and their administration on the basis of a special statute or constitution. Immediately after the Assembly, local committees of the League were established in all Albanian territories, exercising the powers of local government.
