He was born in Berat. He completed his higher studies at the Faculty of Law of the University of Athens. At the end of his postgraduate studies at the Naples International Academy for Literature and Science, he received the title of &#8220;Academic&#8221;. He was elected deputy of Berat in four legislatures, minister in four different cabinets.
