He was born in Berat. He completed high school and higher studies in political sciences in Istanbul. He participated in the National Assembly of Vlora (1912) as a delegate from Berat. The Assembly of Vlora elected him a Eldership (Senate) member. He was a representative of Berat in the Congress of Lushnja (1920). He headed three of the ten governments that changed in Albania in the years 1920-1924 (November 1920 &#8211; July 1921; July &#8211; October 1921; May 27 &#8211; June 10, 1924); Minister of Foreign Affairs (March \u2013 May 1924). Deputy of Berat in the Constitutional Assembly (1924). After the victory of the June Revolution of 1924, he left the country, only to return after the suppression of the Revolution. He was again appointed as Minister of Foreign Affairs (1927\u20131928). In the last years of his life, Minister Plenipotentiary of Albania in France.
