He was born in Berat. He graduated from the &#8220;Zosimea&#8221; high school in Ioannina and continued his law studies in Athens. After finishing school, he returned to Berat, where he worked as a lawyer. There, he helped the patriotic movement, becoming a collaborator with activists and national ideals. In November 1912, he was elected a delegate of Berat in the Assembly of Vlora (1912), where he signed the Act of National Independence, with the initials &#8220;Dh. Tout.&#8221;. In December 1918, he was a delegate to the Congress of Durr\u00ebs, while approximately two years later, he participated as a delegate to the Congress of Lushnja (1920). In the 1920s, he supported Fan Noli&#8217;s policy and in 1925, he was elected mayor of Berat. He also formed the Albanian Autocephalous Church, which emerged from the Congress of Berat (1922).
