He was born in Shkod\u00ebr. He studied philosophy at the Pontifical Seminary of Shkodra and theology in Innsbruck, Austria, at the Canisianum College of the Jesuits. He was ordained a priest in Primiz, Austria, on August 3, 1919. From March 1920, he was parish priest of villages in the Shkodra district, such as Gimaj of Shala, then Pog, Prekal, Kiri, Shirok\u00eb and, from 1947, in Rrenc i Gurit t\u00eb Zi. He was arrested twice in 1945 in Shiroka and was released a few months later.
