Seeking to give the congress a general Ottoman character, the Young Turks invited not only Albanians, but also other nationalities from the vilayets of European Turkey to participate in this gathering. 325 delegates participated in the congress, the majority of whom were Albanians, but there were also Turkish, Macedonian, Greek, Serbian, and Vlach delegates. Although most delegates were supporters of the Young Turks, a number of representatives of the patriotic forces of the National Movement also participated in the congress, sent by clubs and patriotic societies, among whom were: Vebi Dibra, Sotir Peci, Dervish Hima, Fehim Zavalani, Hafiz Ali Kor\u00e7a, Abdyl Ypi, Andrea Ballama\u00e7i, Qazim Beu (chairman of the &#8220;Bashkimi&#8221; club of Dibra), etc. Vehbi Effendi Dibra, the mufti of this sanjak, who was one of the most influential personalities in Albanian lands, was elected Chairman of the Congress. The Young Turks attempted to impose their four-point program on the delegates, the essence of which was the Ottomanization of the Albanians and other peoples against the absolutist regime. With the insistence of Albanian patriots, the congress approved a 17-point program. The first part of the program, consisting of 5 points, emphasized the Young Turk character, while in the second part of the 12-point program, Albanian delegates demanded that in the schools to be opened in Albania, the Albanian language should be freely taught. With the insistence of the Albanians, it was demanded that in the appointment of officials, priority should be given to local residents who knew the character and customs of the country, and that the language of the country should be recognized in religious communities. The Congress of Dibra was important for the determined resistance that Albanian delegates made against the Young Turks&#8217; Ottomanist program and for presenting national demands in the field of education. Despite the efforts of Albanian patriots to defend the national rights of the Albanian people and despite some changes they made to the Young Turks&#8217; initial program, the Congress of Dibra did not succeed in becoming an independent national manifesto.
