He was born in Pogradec, in 1914. As a student at the Military Academy in Italy, he refused to take the oath of loyalty to the fascist occupier and was arrested and kept prisoner. He returned to his homeland in 1941, where he embraced the program of the Albanian Communist Party for the war against the fascist occupier and their collaborators. He developed extensive anti-fascist activity, especially in the province of Mokra (Pogradec).
