The General Assembly of Albanian leaders gathered on the plateau of Greece, west of Selce, in the Great Highlands, approved the most important document of the Mbishkodra Highlands Uprising, known as the “Memorandum of Greece”, drawn up by Ismail Qemali of Luigj Gurakuqi. It is also known as the “Red Book” (because of the color of the cover of the booklet it was printed with). The introduction to the memorandum (“The Red Book”) discusses the help the Albanians gave to bring the Young Turks to power. Greece’s memorandum laid out a complete program of Albania’s autonomy, as it had been conceived in the platform of the Albanian National Movement since the time of the League of Prizren. This memorandum had a special importance, because it emerged from the heart of the uprising and patriotic activists from different provinces of the country and the Albanian exile colonies participated in its formulation. The national content of this memorandum was a powerful argument to oppose the fictions of the Turkish government and the neighboring countries’ propaganda that denied the Albanian movement’s true national character and presented the highlanders’ uprising as a religious uprising to preserve old local poisons. As Ismail Qemali asserted, accepting Greece’s demands would be a victory for Albanian nationalism. The “red book” was delivered by the insurgents’ representatives to the Turkish ambassador in Montenegro, Sadredin Bey, who accepted it without giving any answer. To have the guarantee of the Great Powers for the fulfillment of their demands, a delegation of the insurgents, consisting of Luigj Gurakuqi, Dede Gjo Luli, Sokol Baci, etc., delivered the Memorandum of Greece to the representatives of the Great Powers, in Cetina.
