The “Dob\u00ebrdol Assembly” convened as a gathering of leaders from the Albanian National-Democratic Movement, as well as those opposed to Kosovo returning under the control of communist Yugoslavia. This assembly represented an attempt to reorganize the resistance and the anti-Yugoslav struggle in Kosovo, following the defeat of Shaban Palluzha’s forces. The Assembly took place in Dob\u00ebrdol, Klina (Kosovo), and was attended by 19 illegal groups along with representatives from Rozhaja and New Market, totaling 158 participants. The assembly was opened by Uk\u00eb Sadiku, with Ymer Berisha delivering the introductory speech, while Marie Shllaku served as the moderator. Numerous participants, including Uk\u00eb Sadiku and Ymer Berisha, addressed the assembly, emphasizing the necessity for a united organization in the fight against the partisan brigades and their regime. Due to security concerns, the second day of the assembly was held at a different location approximately 1.5 km away. On the second day, Ndue P\u00ebrleshi opened the meeting, and Ymer Berisha again spoke about the importance of unifying all Albanian forces in their joint struggle against the new government. The assembly elected Ymer Berisha as its political leader and Uk\u00eb Sadiku as its military leader, along with political and military leaders for various regions. Additionally, a presidency composed of 12 members was elected, which later became known as the “12 Councils” of the Dob\u00ebrdol Assembly.
