He was born in Voskopoja in 1718. He received his early education in his hometown and completed his studies in Ioannina. After finishing his education, he returned to Voskopoja, where he actively engaged in pedagogical and social initiatives. In 1743, Kavalioti was appointed as a teacher and later became the director of the school in 1746. Under his leadership, the school grew in prominence, eventually achieving the status of a college and being named \u201cAkademia e Re\u201d (&#8220;New Academy&#8221;). Among the preserved Greek manuscripts from Kavalioti are \u201cLogjika\u201d (&#8220;Logic&#8221;) (1743), \u201cFizika\u201d (&#8220;Physics&#8221;) (1752), and \u201cMetafizika\u201d (&#8220;Metaphysics&#8221;) (1767), which were used as textbooks. In 1770, he published the book &#8220;Protopiria&#8221; in Venice, which included a trilingual dictionary containing Greek, Vlach, and Albanian with 1,170 words. Kavalioti&#8217;s philosophical views were influenced by ancient Greek philosophy (particularly Aristotle), neo-Byzantine literature, and especially the ideas of Ren\u00e9 Descartes. He believed that philosophy is the science of sciences and classified it into three parts: the theoretical part, encompassing physics, mathematics, and metaphysics; the practical part, incorporating ethics, economics, and politics; and the third part\u2014logic. In his philosophical writings, elements of the pedagogical method from medieval scholasticism can be observed. While Theodhor Kavalioti\u2019s Enlightenment views underscored the significant cognitive power of reason, they often had an abstract quality, as they were not directly tied to essential social issues and the objectives of national liberation.
