He was born in Plan of Dukagjin, in 1904. He completed his primary and secondary education at the Franciscan college of Shkodra, while his higher education in Rome. He was ordained on July 12, 1931. He served as a parish priest in Shosh, Mertur, Shkod&euml;r and Iballe in Puka (1943&ndash;1945). He was arrested twice and spent 20 years in prison.
