Kolec Topalli, linguist, professor, Teacher of the People, was born in Shkod\u00ebr. He completed high school in his hometown. He attended higher studies at the Higher Pedagogical Institute of Shkodra and completed his studies in the Albanian language and literature department at the University of Tirana (1964). He worked as a teacher in the districts of Kuk\u00ebs, Lezh\u00eb, Gramsh and Kruj\u00eb. General Secretary of the President of the Republic (1992\u20131997), scientific worker at the Institute of Linguistics and Literature (1997\u20132006), adviser at the Albanian embassy in Rome (2006\u20132007). During the years of service in education, he was engaged in language studies and prepared two dissertations (1986, 1991). He mainly dealt with problems of the historical phonetics of Albanian. He is the author of the monographs: “Theksi n\u00eb gjuh\u00ebn shqipe” (\u201cAccent in the Albanian language\u201d) (1995), “P\u00ebr historin\u00eb e hundor\u00ebsis\u00eb s\u00eb zanoreve n\u00eb gjuh\u00ebn shqipe\u201d (“On the history of the nasalization of vowels in the Albanian language”) (1996), “Zhvillimi historik i diftongjeve t\u00eb shqipes” (\u201cThe historical development of diphthongs in Albanian\u201d) (1998), “Shnd\u00ebrrime historike n\u00eb sistemin zanor t\u00eb gjuh\u00ebs shqipe\u201d (\u201cHistorical changes in the vowel system of the Albanian language\u201d) (2000), “Sonantet e gjuh\u00ebs shqipe” (\u201cThe sonants of the Albanian language\u201d) (2001), “Mbylltoret e gjuh\u00ebs shqipe” (\u201cThe closures of the Albanian language\u201d) (2002), “F\u00ebrkimoret e afrikatet e gjuh\u00ebs shqipe” (\u201cThe fricatives and affricates of the Albanian language\u201d) (2003), “Dukurit\u00eb fonetike t\u00eb sistemit bashketing\u00ebllor t\u00eb gjuh\u00ebs shqipe\u201d (\u201cPhonetic phenomena of the consonantal system of the Albanian language”) (2004 ), “Fonetika historike e gjuh\u00ebs shqipe” (\u201cHistorical phonetics of the Albanian language”) (2005), “Ricerche sulla storia dell’accento in albanese<\/i>” (“Research on the history of accent in Albanian”), (Kozencze, 2007), “Evolucioni historik i p\u00ebremrave t\u00eb shqipes” (\u201cThe historical evolution of pronouns in Albanian\u201d) (2008), in which he made a detailed review of the work done before and brought his own help to clarify many problems.
