He was born in France in 1822. He served in the French consulates of Ioannina, Thessaloniki, etc. He published the work &#8220;<i>Manuel de la langue Albanaise<\/i>&#8221; (\u201cManual of the Albanian Language\u201d), Paris, 1879, the first part of which contains folk tales, folk songs, proverbs, and other unpublished texts. The second part includes a systematic grammar of Albanian based on Tosk dialect, mainly on the dialect spoken in P\u00ebrmet. An appendix describes the basic features of phonetics and morphology of Gheg dialect. At the end of the book, there is an Albanian-French dictionary with about 4000 words.
