The initiative to organize the congress was taken by the bektashian fathers Ahmet Turhani, Hysen Prishta and some Albanian intellectuals, based on the Statute of the Congress of Lushnja (1920). The congress was attended by fathers of 37 religious groups and supporters of the bektashis. There, the was created the &#8220;Bektashi Association&#8221; and was approved its statute with 28 articles. The statute defined the organization and activity of the bektashis in Albania. The Patriarchal Council, consisting of 17 people, was designated as the highest body. The Congress decided on the creation of the general fund and the opening of the bektashi school in the Tekke of Suka.
