He came to Albania on September 29, 1926 instead of Colonel Stirling, as inspector and general organizer of the gendarmerie. He had rich and long experience of working in the English colonies. He required a time of 4\u20135 years of service for conscript gendarmes. He helped to reorganize the gendarmerie. He tried to instill respect and adherence to the law in his work. He failed to curb the corruption in the gendarmerie. He resigned and left Albania before 1938, without finishing his contract.
