The Second National Liberation Conference took place in the village of Labinot in Elbasan. 55 delegates <\/span>participated<\/span>, <\/span>representing<\/span> the General National Liberation Council (Provisional), BRASH (Union of Anti-Fascist Youth of Albania), BGSH (Union of Anti-Fascist Women of Albania), Union of University Students and the General Staff of UNÇSH (Albanian National Liberation <\/span>Army). The conference took stock of the path followed by the National Liberation Front since its foundation, at the 1st National Liberation Conference in Peza (1942). The achievements for the unification of the Albanian people and for the armed uprising, which had now entered a new stage, the general uprising, were evaluated. The conference <\/span>elaborated<\/span> the tasks of the Anti-Fascist National Liberation War until the complete liberation of the country and focused <\/span>on<\/span> the problems of power, the basis of which were the national liberation councils. <\/span>It<\/span> noted that this power was <\/span>established<\/span> in most provinces of the country. It was tasked to extend it throughout Albania. The conference qualified the power of the national liberation councils as the only legal power in Albania. It defined measures for strengthening and centralizing power. The conference elected the General National Liberation Council, increasing the number of members from 8 to 62 people. For the first time, <\/span>a chairman<\/span> was elected, consisting of 16 members, among whom were Enver Hoxha, Myslim Peza, Haxhi Lleshi, Omer Nishani, Mustafa Xhani, Abaz Kupi, Ollga <\/span>Plumbi<\/span>, <\/span>Kostë<\/span> Boshnjaku, etc. In the General Council and in the national liberation councils of the districts, it was decided to set up sections, such as: social issues, <\/span>economy,<\/span> and finance, press and propaganda and education. This decision was implemented <\/span>immediately<\/span> after the conference. The conference approved the Statute and Regulations of the councils and recognized the existing anti-fascist organizations, the Union of Anti-Fascist Youth of <\/span>Albania,<\/span> and the Union of University Students of Albania, as organizations that had joined the National Liberation Front of Albania. <\/span><\/span>(In the photo: Moment from the Labinot Conference, 1943.)<\/span><\/span> <\/span><\/p>\n<\/div>\n
