Francesco Crispi was born in Ribera (Sicily), an Italian political and state figure of Arb\u00ebresh origin. He collaborated with Garibaldi in the Sicilian revolution (1859) and became his political advisor. He was elected deputy of the first Italian parliament that opened in Florence (1861). Prime Minister of Italy in 1887\u20131891 and 1893\u20131896. In foreign policy, he supported the Tripartite Alliance (Germany-Austria-Hungary-Italy) and Italy’s colonial penetration in Africa, where the Italian colony of Eritrea was formed (1890). As prime minister, in the 90s of the 19th century, he supported the policy of economic, political and cultural penetration of Italy in Albania. During his time, the idea of the political circles of Rome for an “independent Albania” under the protectorate of Italy was elaborated and the first Italian state Catholic school was opened in Shkod\u00ebr (1888). From 1896, when Francesco Crispi was prime minister, other Italian primary and vocational schools began to be established in Shkod\u00ebr, Durr\u00ebs, Ioannina and Vlor\u00eb. In all these schools, teaching was given in the Italian language at the beginning, and then at the beginning of the 20th century, the teaching of the Albanian language was also introduced in these schools. On the initiative of Francesco Crispi and thanks to the love of Arb\u00ebresh people for their native Albanian language, in 1895 the Linguistic Congress of Arb\u00ebrs of Italy was gathered in Corigliano Calabro, where the “Albanian National Society” (“Societa Nazionale Albanian”) was founded. directed by Anselmo Lorekio.
