Bashkim Fino, Prime Minister of the Government of National Reconciliation, political activist was born in Gjirokastra. He attended higher studies and graduated from the Faculty of Economics (finance department) of the University of Tirana (1986). He worked at the Informatico-Economic Center in Gjirokast\u00ebr (1987-1992), where he was also its director (1990-1992). He was elected mayor of Gjirokastra in 1992-1996. With the agreement of March 9, 1997 between political forces, which aimed to find a solution to the situation created by the events of the beginning of 1997, which led to the paralysis of state structures, Bashkim Fino was appointed prime minister of the Government of National Reconciliation (March-July 1997). At its head, he took measures to restore public order and prepare for the parliamentary elections of June 1997, in which he was elected the deputy of Ku\u00e7ova. In the government that emerged from these elections, he was appointed deputy prime minister (11.08.1997\u201316.04.1998); Minister of Local Government (20.04.1998 \u2013 02.10.1998), Minister of Local Government (05.01.1999\u201311.09.2001), Minister of Public Works and Tourism (12.09.2001\u201320.02.2002), Minister of Territorial Regulation and Tourism (29.12.2003\u2013September 2005).
