The Rambouillet Agreement process, officially titled the “Interim Agreement for Peace and Self-Government in Kosovo,” was a negotiation between Kosovo and Serbia, mediated by representatives from the Contact Group (comprising the United States, the United Kingdom, France, Germany, Italy, and Russia). It began in the Rambouillet Castle in France from February 6 to 23, 1999, and concluded in Paris from March 15 to 18, 1999. Legally, no formal agreement was reached, as only the Kosovar side signed in Paris, while Serbia refused. However, in the context of international relations, it was a negotiation process between two warring parties, though it remained an incomplete peace process without a signed treaty. The Contact Group\u2019s goal, especially after the Re\u00e7ak Massacre on January 15, 1999, was to halt the war in Kosovo and restore Kosovo\u2019s revoked autonomy within Serbia and the Federal Republic of Yugoslavia (FRY).<\/p>\n
The final draft of the document did not include provisions for a referendum on Kosovo’s future status, leading the Albanian side to request additional consultations before returning to Kosovo. They ultimately returned to Paris and signed the document, following a clarifying letter from then-U.S. Secretary of State Madeleine Albright, which implied that the agreement would allow for a referendum. During the Rambouillet negotiations, Serbia had 60,000 troops in Kosovo, and in the interim period before the Paris meeting, it deployed an additional 30,000 soldiers to pressure the Kosovar negotiators. Serbia\u2019s refusal to sign the agreement accelerated NATO\u2019s decision to intervene militarily, launching a 78-day bombing campaign targeting Serbian military installations in Kosovo and Serbia to ensure peace and protect civilians. On June 3, 1999, Serbia ultimately accepted the Contact Group\u2019s 10-point plan, which referenced the Rambouillet Agreement, and ratified it in the Serbian Parliament on the same day, effectively accepting the terms of the Rambouillet Agreement post facto.<\/p>\n
