This military pressure on Belgrade was decisive in forcing Milo&scaron;evi\u0107 to reach an agreement. The key elements of the agreement included: the cessation of Serbian military actions in Kosovo, compliance with the provisions of UN Security Council Resolution 1199, and a peaceful resolution to the Kosovo issue. Additionally, any solution for Kosovo had to respect the sovereignty, territorial integrity, and international border recognition of the Federal Republic of Yugoslavia, as well as the equality of all citizens and ethnic communities.Milo&scaron;evi\u0107 agreed to a political settlement for a temporary solution for the Albanians of Kosovo, which would involve broad self-governance for Kosovo, local police, and elections for the Assembly of Kosovo, which would be overseen by the OSCE. Furthermore, the agreement called for the withdrawal of military and police forces to their positions prior to March 1998, unrestricted access for international organizations in Kosovo, cooperation with the International Criminal Tribunal for the former Yugoslavia, the return of refugees, the initiation of negotiations, NATO air surveillance, amnesty for all involved in the conflict, except for cases of crimes against humanity, and the entry of an OSCE verification mission in Kosovo with 2,000 unarmed personnel.The completed parts of the agreement were signed by the OSCE, NATO, and the Serbian\/Yugoslav side. The agreement marked the complete internationalization of the crisis and brought international representatives throughout the territory of Kosovo. However, it did not provide a definitive solution to the Kosovo problem. According to the agreement, OSCE observers would be protected by the so-called NATO &#8220;extraction force,&#8221; stationed in North Macedonia, which could eventually evacuate them from Kosovo. The head of the OSCE Verification Mission (OVM) was appointed as American diplomat William Walker. The OVM opened its offices in Pristina, Gjilan, Pej&euml;, Prizren, and Gjakov&euml;. However, Milo&scaron;evi\u0107, despite having signed the agreement, sought to avoid fulfilling the obligations he had taken on.
