That day in Paris, French Foreign Minister Robert Shuman read to reporters from around the world a statement calling on France, Germany, Belgium, the Netherlands, and other European countries to unite coal and steel production as &#8220;the first concrete foundation of a future European federation.&#8221; He proposed the creation of a supranational European institution, charged with the administration of the coal and steel industry, precisely the sector that at that time was the basis of all military power. For this reason, during the Milan Summit, in 1985, EU leaders decided to celebrate May 9 as &#8220;Europe Day&#8221;. Albania&#8217;s aspiration to join Europe began in the early 90s, immediately after the collapse of the communist regime. It is quite significant that for Albanians, the idea of change was united with joining the big European family. The only way to break away from tragic isolation and deep economic backwardness was united with European integration, through the construction of democracy and the market economy. After establishing diplomatic relations between Albania and the European Union in 1990, both sides signed the Agreement on Trade and Cooperation in 1992, which, for the first time, concretized the Albanian efforts for rapprochement and assistance from the European Union.
