Dioniz Makaj, a Catholic cleric, was born in Shkodër. He completed his primary and secondary education at the Franciscan College of Shkodër and pursued higher studies in Rome. On July 15, 1936, he was ordained a priest and returned to Shkodër, where he was assigned as the parish priest of Nikaj-Mërtur. He was arrested on February 2, 1945, and released in 1953 after serving his full sentence. From July 15, 1956, to March 19, 1967, he served as the parish priest in Iballë, Pukë. Following the closure of churches, he lived with his nephew, Pal Makaj, in Shkodër until 1991. He passed away in Shkodër in 2004 and was buried on January 1, 2005, at the Church of Our Lady of the Rosary in Arra e Madhe, Shkodër.
