Medar Shtylla was born in Shtyllë of Korça, a participant in the Anti-Fascist National Liberation War, a high ranking official of the state. He completed his veterinary studies in Toulouse (France). Director of the Zootechnical Institute in Xhafzotaj (1933–1940). During the years of the National Liberation Anti-Fascist War, he provided assistance for the creation and operation of the National Liberation Councils and the “Bashkimi” newspaper. At the II National Liberation Conference (September 1943), he was elected a member of the National Liberation Anti-Fascist Council; at the First National Liberation Anti-Fascist Congress (Përmet, May 1944), he was elected a member of the Presidency of the National Liberation Anti-Fascist Council and was charged with the duty of being responsible for the economy sector. At the meeting of the Anti-Fascist National Liberation Council in Berat, he was appointed Minister of Economy (1944-1946). After liberation, he performed important social and state duties: Minister of Health (1946–1958), vice president of the Democratic Front, chairman of the National Peace Committee and member of the World Peace Council. He was decorated with the gold medal of the Dove of Peace in Helsinki (1957). He provided assistance for the development of Albanian medicine and the preparation of medical personnel in the country. Dean of the Faculty of Medicine (1955–1963). Deputy in the People’s Assembly (1945–1963) and chairman of the Presidency of the People’s Assembly (1958–1963). He passed away in Tirana, in 1963.
