The “Congress of anti-fascist teachers of Albania” was held in the liberated city of Korça. 138 delegates selected from the educational conferences of the liberated districts, from the ranks of the Anti-Fascist National Liberation Army and from the national liberation councils in the still occupied areas, took part. The Congress opened with the speech of the Minister of Education Gjergj Kokoshi, who gave an overview of the educational situation in the country. The main documents of the congress are the Resolution and the Call addressed to the teachers of Albania, where demands were presented, such as: equal rights of citizens, men and women for education; the right of national minorities to learn in their mother tongue; extending the network of compulsory and free primary education in every village; liquidation of illiteracy; the cultural elevation of women, the elimination of differences between rural and urban women; increasing the teacher’s dignity in society; the education of fraternity between people, etc. The Congress unanimously approved the establishment near each sub-prefecture of a complete or unique school, with a secular character. It decided the immediate removal of the fascist methods of education, which had infiltrated the school documentation and teaching activities during the fascist occupation of Albania. The Congress formed the Organization of the Union of Anti-Fascist Educators of Albania, elected the United General Council of Anti-Fascist Educators of 30 members and the Secretariat composed of 7 people.
