“Dibra Assembly”, was convened under the chairmanship of Iliaz Pashë Dibra, in which Abdyl Frashëri also participated as the representative of the Albanian League of Prizren for Tuscany. The Assembly of Dibra approved the resolution in the form of a memorandum, which contained the points that were also laid out in the program of the Istanbul Committee: the formation of the united vilayet of Albania, the creation of the administration with Albanian officials, the development of education in the Albanian language, the use of a part of considerable amount of the budget for the advancement of education and for world constructions. The resolution also stated that, within 1 month, the demands would be presented to the Sublime Porte, by means of a delegation composed of prominent personalities of Albania, who would receive written consent from all Albanian kazatas and sanjaks. The resolution emphasized the determination of the Albanian people to ensure the fulfillment of these demands. The resolution was presented to the Sublime Porte in early February 1879, but they ignored it. Before the meeting of the assembly, Abdyl Frashëri called on the residents of Dibra to put aside revenge and direct their weapons only against external enemies who were endangering the country’s independence.
