Nexhip Vinçani was born in Vinçan, Korça, and was a participant in the Anti-Fascist National Liberation War, ultimately rising to the rank of major general. He began his education at the National High School (French) in Korça, continued at the Military School in Tirana, and completed his studies at the gymnasium in Shkodra. In 1939, Vinçani started his higher studies in law at the University of Rome, but he interrupted his education in 1941 to return to his homeland, where he joined the Anti-Fascist National Liberation War. Vinçani was a member of the Albanian Communist Party from the formation of the Korça district in December 1941. He became a key organizer of guerrilla units and partisan detachments in the districts of Korça and Berat as early as 1942. He was a delegate from Korça at the Peza Conference in September 1942 and participated in several significant battles for the liberation of Voskopoja on January 15, 1943, and Leskovik from May 16 to 25, 1943.During the war for the liberation of Tirana, Nexhip Vinçani served as the deputy commander of the operational staff. After the war, he was appointed division commander in Peshkopi and later in Shkodër. From 1946 to 1948, he completed his higher studies at the “Frunze” Military Academy in Moscow. Upon returning to Albania, he held several important military positions, including commander of the Korça Division (1948), director of the Operational Directorate of the Army General Staff (1949), head of the Military Branch in Elbasan (1951), and division commander in Tirana and Gjirokastër from 1952 to 1953. He later became commander of Coastal Defense from 1953 to 1956. Following the Conference of the Party organization in Tirana in 1956, Vinçani was critical of the leadership of the Party of Labor of Albania, leading to his dismissal from office, the stripping of his rank and officer title, expulsion from the party, and assignment to a reclamation enterprise in Lushnjë and Fier. In 1982, he was arrested for “hostile agitation and propaganda” and subsequently exiled. He was released in 1990. Nexhip Vinçani passed away in 1997, leaving behind a legacy of military service, and he was decorated with several orders and medals of war and military service, including some from foreign entities.
