In Fier, at the residence of Omer Pashë Vrioni, the “Meeting of Fier” was convened, which became a significant forum involving the committees from Southern Albania. The meeting was chaired by Ismail Qemali and was attended by representatives from various patriotic detachments and committees who had participated in the general uprising in the south of Albania. The decisions made during the Meeting of Fier served as a precursor to the Declaration of Independence of Albania, which would take place on November 28, 1912. Based on the resolutions from this meeting, Ismail Qemali was tasked with a mission to Istanbul to negotiate for autonomy with the new government cabinet led by Ahmet Myftar Pasha. Meanwhile, Luigj Gurakuqi was delegated to join Hasan Pristina’s commission, which was set to negotiate with the Turkish side during the bilateral talks that would be held in Skopje.
