The first pluralistic elections took place in Tirana. After 5 decades, the first signs of the rebirth of parliamentarism appeared in Albania. After a period of 67 years, the first pluralist parliament was convened, resulting from the elections of March 31, 1991 (250 deputies). The law “On the main constitutional provisions”, adopted this year, brought changes in the framework of the democratic organization of the state. It was gradually supplemented by a series of other constitutional laws until a new comprehensive constitution was adopted. The name People’s Assembly was changed to the Assembly of Albania (unicameral, 140 deputies). After the entry into force of the Constitution, the Assembly, as the highest legislative power body, continued drafting and approving laws. Legislative activity has become one of the most active instruments in consolidating state institutions and Euro-Atlantic integration. (In the photo: Moment from the first pluralist parliament.)
