On April 15, 1923, the first issue of the newspaper “Ora e Maleve” (1923-1924), a weekly political, social, economic, cultural and satirical newspaper, was published in Shkodër. It continued its publication until issue number 51 (December 1924). The newspaper published articles about the political and economic situation of the country, in particular about the prefecture of Shkodra. A number of articles were devoted to the issue of ensuring territorial integrity and the final determination of the country’s borders. During the election campaign for the Constitutional Assembly (1923), “Ora e Maleve” became the spokesperson of the opposition group with the same name, echoing the words of the opposition democratic deputies from Shkodra in the National Council, such as Luigj Gurakuqi, Hilë Mosi, etc. It propagated the victory of the Democratic Revolution of June 1924, as well as the program and activities of Fan Noli’s government.
