Dom Dedë Plani was born in Shkodër. He studied philosophy at the Pontifical Seminary of Shkodra and theology in Innsbruck, Austria, at the Canisianum College of the Jesuits. He was ordained a priest in Primiz, Austria, on August 3, 1919. From March 1920, he was the vicar of villages in the Shkodra district: Gimaj of Shala, Pog, Prekal, Kiri, Shiroka and, from 1947, of Rrenc of Gurit i Zi. He was arrested twice in 1945 in Shiroka and was released a few months later. He was finally arrested in Rrenc of Guri i Zi in September-October of 1947 and imprisoned in Shkodër.
