Constitutional Assembly

The Constitutional Assembly convened in Tirana, with the deputies who remained after the suppression of the Democratic Revolution of June 1924. The Assembly declared Albania a Parliamentary Republic with Ahmet Zogu as President, who had such powers that transformed the Parliamentary Republic into a Presidential Republic. The Statute of the Albanian Republic sanctioned two basic principles of state life: the preservation and consolidation of independence and the implementation of constitutional democratic principles that respected the sovereignty of the people, approved at the Congress of Lushnja. Democratic principles and freedoms, such as the separation of powers and freedoms and human rights, were legislated in the Statute. The President of the Republic was elected by the Albanian parliament once every seven years. The model on which the Albanian Republic relied was the presidential Republic of the USA.
