Ihsan bey Toptani was born in Tirana, the son of Abdi bey Toptani, a signatory of the Declaration of Independence and Minister of Finance in Ismail Qemali’s Provisional Government in 1912. He received his education in Graz, Austria, attending high school from 1920 to 1928 and completing his doctorate in political science in 1940. Toptani returned to Albania in 1942 and played a significant role in efforts to unify various resistance movements during the Italian and German occupation, although these efforts ultimately proved unsuccessful. In October 1944, he fled to Italy with Abaz Kupi and began working for “Newsweek” in Rome. In 1949, he joined British agent David Smiley in Malta, where he assisted in training anti-communist agents to infiltrate Albania. Toptani later worked in Paris before moving to England, where he contributed to the BBC’s monitoring service and obtained British citizenship in 1958. He retired in 1967 to a country house in Surrey and passed away in London in 2001. (In the photo: Ihsan bey Toptani)
