Scutari, one of the most important figures of the Arbëresh church, was born in the village of Saint Kostandi (Italian : San Paolo Albanese) in the province of Potence (Basilica) . For thirty-six years he was high priest, precisely from October 16, 1793 until the last year of his death, in 1830. In 1825 he published the article entitled “Historical information on the origin and settlement of Albanians in the Second Kingdom As to whom, on their nature, language and ritual”.
