Abedin Nepravishta was born in Kuç, clerk, prefect, mayor of the Municipality of Tirana (1933–1935 and 1937–1939). He was born into a family from Libohova, which was settled there because his father was the sub-prefect of Kurvelesh. He completed his studies at the Civil School of the Royal Administration “Mülkiye-i-Sehahané” in Istanbul (1908–1912). In the years 1912-1914, he worked as a sub-prefect in Përmet and Lushnjë. He was one of the initiators of the Commission for holding the Lushnja Congress and responsible for its internal security. In 1920, the prime minister of Albania, Sulejman Delvina, appointed him prefect of Tirana. With the start of the work for the opening of the state high school, Nepravishta left the post of prefect of Tirana, to work in the same post in Elbasan, Durrës, Shkodër and then, in Korçë and Vlorë. During this time, for two years he worked as a director of the National Bank and in 1933 he was appointed to the post of mayor of Tirana. As the mayor of this municipality, he gave the capital its first urban plan, designed by the Italian architect Armando Brasini. After the Italian occupation of the country, he was exiled to Italy as an anti-fascist. When the communists took power, he was arrested and sentenced to 20 years in prison.
