On April 7, 1789, Abdyl Hamit I (Abdülhamid I), Ottoman sultan from 1774 to 1789, which included Albania occupied after the death of Gjergj Kastrioti Skënderbeu, died. He was born in Istanbul (Turkey). Abdyl Hamit I was a pious and benevolent man interested in state affairs. He favored the Reform and appointed capable grand viziers, to whom he entrusted extensive powers; he began army reforms and opened the Imperial Naval Engineering School.
