Qenan Dibra

Qenan Dibra, jurist, dissident, was executed in Tirana. He was born in Dibër, in 1912. Headed the French Lyceum in Korçë, and graduated in jurisprudence from Paris. He worked as a specialist in the Ministry of Foreign Affairs. He was the leader of the opposition group Albanian Democratic Union, which participated in the elections of December 2, 1945. This group was created by merging three factions: the Legalitet (represented by Qenan Dibra), the resistance (represented by Sami Qeribashi), and the social democrats (represented by Musine Kokalari). This opposition group chose the renowned writer Musine Kokalari as its spokesperson, who submitted a memorandum to the head of the British military mission, Palmer, calling for Anglo-American intervention to ensure free and democratic elections. Qenan Dibra was sentenced on June 17, 1946, along with 37 other intellectuals, in a special trial against the Albanian Democratic Union, as part of the opposition group that participated in the elections of December 2, 1945. With the suppression and dissolution of this group, the phase of opposition legalization in Albania ended. By final decision, the death penalty against Qenan Dibra was carried out in July 1946.
