The United Nations Security Council approved Resolution 1244, according to which an international civil administration was created to ensure conditions for a peaceful and normal life for all residents in Kosovo. According to this Resolution, the immediate stop of violence and repression in Kosovo was decided; withdrawal of military, police and paramilitary forces from Kosovo; the establishment in Kosovo of an effective international civilian and security presence, supported and approved by the United Nations, capable of guaranteeing the achievement of common goals; the safe and free return of all refugees and displaced persons and the unimpeded arrival in Kosovo of humanitarian aid organizations.
