Idhomene Kosturi was born in Korça, an Albanian National Movement activist and an Albanian state official in the 20s. He started his patriotic activity in his hometown on the eve of the Declaration of Independence. He participated in the Congress of Lushnja (1920) as a representative of Korça. In the government that emerged from that Congress, he was appointed director of the Directorate of Posts and Telegraphs. During the political crisis of December 1921, he was appointed prime minister of the technical government and remained in power from December 12-24, 1921. During the Italian occupation of Albania, he stayed away from political events, but in October 1943, he participated in the National Assembly and was charged with the task of the president of this institution set up at the instigation of the German invaders.
