The General Assembly of Albanian leaders gathered on the plateau of Greece, west of Selce, in the Great Highlands, approved the most important document of the Mbishkodra Highlands Uprising, known as the "Memorandum of Greece", drawn up by Ismail Qemali of Luigj Gurakuqi.
