Spartak Ngjela, a lawyer, politician, Minister of Justice in the Government of National Reconciliation, Chairman of the Commission for Legal Affairs, Public Administration, and Human Rights, was born in Tirana. He graduated from the University of Tirana, Faculty of Law, in 1970. After completing his studies, he worked in the Legal Aid Office in Vlorë (1970). Two years later, he began working in the Prosecutor’s Office of the Durrës District, and in 1973, as a research assistant at the Institute of History in Tirana. He was arrested in 1976 and, by decision no. 184, dated March 31, 1976, the Tirana District Court found him guilty of “agitation and propaganda against the people’s power” and sentenced him to 7 years of imprisonment. By decision no. 51, dated March 23, 1979, the Fier District Court found him guilty of “agitation and propaganda against the people’s power” and sentenced him to 10 years of imprisonment. Under Article 36 of the Penal Code, he was sentenced to 13 years of imprisonment, starting from March 23, 1979, and the loss of electoral rights for 5 years. He was released in 1990. From 1991 until 1997, when he was appointed Minister of Justice in the Government of National Reconciliation (March 11, 1997 – July 25, 1997), he practiced as a lawyer. Between 2001 and 2003, he was the Vice Chairman of the Legislation Committee in the Parliament of Albania. From September 2005 to April 2006, he was the Chairman of the Commission for Legal Affairs, Public Administration, and Human Rights. On December 12, 2008, he founded the party “Law and Justice”. He has been a member of the Albanian Parliament in the XVI (2001–2005) and XVII (2005–2009) legislatures. (In the photo: Spartak Njjela)
