Ismail Qemali, far-sighted statesman and diplomat was born in Vlora. Ismail Qemali was born in the city where, 68 years later, he proclaimed the independence of Albania. The National Assembly and the raising of the flag on November 28, 1912, took place in the house where Ismail Qemali was born. The time in which he was born and lived, the culture and education he had, spending part of his life in emigration, the various titles he received in the service of the Ottoman Empire, the love for his homeland, as well as the care to serve the freedom and independence of homeland, gave Ismail Qemali the ability to achieve the realization of the longed-for aspiration of his people, the raising of the national flag and the Declaration of Independence of Albania.
